France offers its version of the EU Blue Card, aimed at attracting talented professionals to work and reside in the country while providing numerous benefits, including mobility across the Schengen Area.
What is the EU Blue Card?
- A work and residence permit for non-EU nationals with high qualifications.
- Valid for up to 4 years (renewable).
- Allows the cardholder to work and reside in France while also benefiting from free movement across the Schengen Zone.
Key Benefits:
1. Work and Residency Rights:
- Grants the right to work and live in France for the duration of the permit.

2. Mobility Across the EU:
- The EU Blue Card allows the holder to travel freely within the Schengen Area for up to 90 days within a 180-day period.
- After 18 months, cardholders may apply for a Blue Card in another participating EU country.
3. Pathway to Permanent Residency:
- Permanent residency in France is possible after 5 years of residence in the EU, with at least 2 years on a Blue Card in France.

Eligibility Criteria:
1. Highly Qualified Employment:
- The job offer in France must require higher education qualifications (a university degree equivalent to at least 5 years of study).
- The applicant must demonstrate at least 5 years of professional experience in the relevant field.
2. Minimum Salary Threshold:
- In France, the gross annual salary must meet the required threshold (currently €55,432 as of 2024, but this varies yearly).
3. Contract Duration:
- A valid job contract or job offer for at least 1 year.
4. Health Insurance:
- Proof of health insurance covering the applicant in France.
5. Compliance with National Requirements:
- A reliable employer must provide a letter of motivation and establish a formal job offer (promise of employment) to support the Blue Card application.
Application Process:
1. Preparation of Required Documents:
- Valid passport.
- Proof of qualifications (degree certificates, professional experience records).
- Employment contract or job offer meeting salary and duration criteria.
- Proof of health insurance.
- Completed visa application form and required fees.
2. Submit Application:
- Submit the Blue Card application to the French consulate or visa center in your home country.
- The employer may assist by filing the application with French immigration authorities.
3. Visa Processing Time:
- Typically 30–90 days, depending on the location and completeness of the application.
4. Arrival in France:
- Upon arrival, validate the visa with the French Immigration and Citizenship Office (OFII)
within 3 months.
Renewal Process:
- The EU Blue Card is renewable for up to 4 years at a time.
- Renewal requires:
- Updated proof of employment.
- Confirmation that salary and qualifications
- continue to meet the eligibility criteria.
Pathway to Permanent Residency and Citizenship:
1. Permanent Residency:
- After 5 years of continuous residence in the EU (with at least 2 years on a Blue Card in France), the holder can apply for long-term EU residency status.
2. French Citizenship:
- Residency of 5 continuous years in France.
- Integration into French society, including passing a French language exam and demonstrating knowledge of French culture and values.
Important Notes:
- Blue Card holders’ dependents benefit from simplified visa and work permit processes.
- Cardholders must maintain their qualifications and employment status to avoid revocation of the permit.
- In case of unemployment, the Blue Card allows a grace period to find new employment
(up to 3 months).
